Some Questions You CAN answer and I can't?
I don't think it would be a good idea to curl the dogs hair. Too high of a risk for burning the dog.
My mom feeds her Papillion Hills Prescription Diet type ZD. She gets it at the vet. A lot of Papillions have allergies and the ZD is good for that.
Oatmeal shampoos are good for Papillions coats. I would recommed a conditioner also.
Just trim the hair in the dogs ear, don't pluck it.

Only if the fur is long enough...and you have a dog that will sit there while you're doing it. Probably won't work out the way you want.
Whatever has a good balance of price and nutrition. Pet stores and grocery stores often have puppy food.
Whatever kills fleas and ticks is the best shampoo...and smells nice as well.
Never heard of plucking ear hair from a dog...but I suppose tweezers would be the best...or small scissors to cut it if you're careful and confident in yourself.

Yes the dog wont be in any pain if you curl its fur.

You couldn't do it with a curling iron, too much risk of burning the dog accidentally. And it would be unfair to make the dog wear curlers. So I wouldn't try it

Every dog is different. Here is an interesting page with some advice for selecting a dog food.

Again, it depends on you and your dog. Try different ones to see which leave your dog feeling and smelling the way you want.
I like La Pooch, but it's fairly expensive and some people don't like the strong perfume. I like the smell and it lasts for days.
Another one I like is Oats Fur Coats by Kelco. It has a nice cinnamon smell and is gentle if your dog has sensitive skin.

You only need to do this with dogs that grow hair IN their ear canals. Papillons don't, so you don't have to pluck their ears.

By far, Eukanuba for small dogs. Has all nutrition and no fillers.

Doesn't matter, get a hypo allergenic shampoo and conditioner. Always condition your dog.

Not sure but sounds like it would be.
