I have a chiuahua/terrior mix and she does that but also on her lower back she bites and scratches. It is allergies and thats prolly what your lil one has. Take him to the vet to find out what type of allergy it is. For example, mine is allergic to fleas and grass (go figure). So we keep her inside as much as possible and make sure she doesnt get or keep fleas. Once you find out what it is, you can go from there
